First: Introduction

UHA University is committed to providing a safe, inclusive, ethical, and learning-conducive digital educational environment, founded on the principles of academic integrity, mutual respect, digital responsibility, and civil interaction.

This Code aims to:

  • Promote a culture of responsible academic conduct.

  • Protect the rights of students and faculty members.

  • Regulate interaction within the e-learning environment.

  • Support international quality and academic accreditation standards.

  • Establish the principles of digital citizenship and cybersecurity.

This Code serves as a complement to the approved academic and regulatory bylaws of the university. Adherence to this Code is a fundamental condition for the continuation of a student’s enrollment and studies within the university’s programs.


Second: Scope of Application

❑ This Code applies to all students enrolled at the university, including those in:

  • Academic programs within the university.

  • Professional diplomas.

  • Training programs and short courses.

  • Joint or international programs accredited by the university.

❑ The provisions of this Code apply to:

  • Virtual lectures on the university’s educational platform.

  • University email.

  • Educational forums and groups.

  • Electronic examinations.

  • All university-related activities, whether inside or outside the digital platform.

Third: References and Institutional Values

This Code is based on the global principles of digital higher education, including:

  • Academic integrity.

  • Fairness and equal opportunities.

  • Respect for cultural and intellectual diversity.

  • Individual and institutional responsibility.

  • Privacy and data protection.

  • Ethical use of technology and artificial intelligence.

Article (1): Student Rights

The university guarantees the student the right to:

  1. Receive high-quality education in accordance with international academic standards, ensuring the achievement of course and program learning outcomes.

  2. Fair treatment and equal opportunities without any form of discrimination based on gender, nationality, religion, or any non-academic considerations.

  3. A safe, respectful digital educational environment that ensures quality academic interaction and upholds the dignity of all parties in the educational process.

  4. Protection of personal data and privacy, ensuring their use and processing in accordance with the university’s approved policies and regulations.

  5. Academic freedom of expression within the bounds of respect and regulations.

  6. Submit academic or administrative complaints or appeals through official channels, to be handled with confidentiality, fairness, and in accordance with approved procedures.

  7. Access clear and transparent information regarding the assessment system, its mechanisms, and the success and evaluation criteria for educational programs from the beginning of the semester.

  8. Access educational content, live and recorded lectures, and course materials via the university’s educational platform.

  9. Effective communication with faculty members and relevant administrative bodies through official channels, and receive necessary academic support and guidance.

  10. Receive the electronic services and technical support necessary for the continuity of the teaching process.

  11. The university will disclose any additional international accreditations or new benefits obtained later through its official website and affiliated social media platforms.

  12. Upon completion of the academic program, the student is entitled to a document eligible for attestation by the U.S. Department of State, the competent authorities in the State of California, the U.S. Apostille system, and the student’s embassy. The university does not have a department for attestation procedures and does not bear any related expenses.

Article (2): Student Responsibilities

The student is committed to:

  1. Respecting the university’s regulations and bylaws.

  2. Following official announcements, circulars, and notices issued by the university through approved channels. What is published through these channels is binding on the student from the date of its announcement.

  3. Adhering to approved academic calendars and deadlines, including registration dates, fee payments, lecture attendance, assignment submissions, examinations, and any other academic deadlines announced by the university via official channels.

  4. Using the educational platform lawfully and ethically.

  5. Representing the university positively within the digital environment.

Article (3): Academic and Professional Conduct

The student is committed to:

  • Regular attendance of lectures and educational activities.

  • Active and respectful participation.

  • Adherence to the ethics of academic dialogue.

  • Use of appropriate professional language.

  • Respect for time and organization within virtual lectures.

  • Not disrupting the educational process in any way.

The following are prohibited:

  • Deliberate sabotage or disruption of lectures.

  • Use of offensive or discriminatory language.

  • Mockery or belittlement of others.

Article (4): Academic Integrity

  • Academic integrity is a fundamental principle to which the university adheres. The student must:

    • Prepare all academic work based on their personal effort, ensuring originality and independence in achievement.

    • Properly document sources and references according to academic standards and adhere to research ethics.

The following are strictly prohibited:

  • Academic cheating.

  • Plagiarism.

  • Purchasing or selling research papers and assignments.

  • Use of unauthorized means during examinations.

  • Impersonation or communication with others during examinations.

  • Use of unauthorized sources.


Article (5): Digital Conduct and Digital Citizenship

The student adheres to the principles of digital citizenship, including:

  • Respecting e-communication etiquette.

  • Protecting the digital privacy of others.

  • Not recording or photographing lectures without official permission.

  • Not publishing any university content outside authorized platforms.

  • Using the camera and microphone according to university instructions.

The following are prohibited:

  • Cyberbullying.

  • Digital threats or blackmail.

  • Publishing offensive or unethical content.

  • Hacking or attempting to disrupt systems.

  • Sharing accounts or passwords.

Article (6): Respect for Faculty and Administrative Staff

The student is committed to respecting faculty and administrative staff and maintaining appropriate conduct with them at all times, whether on the educational platform or through official administrative communication channels.
Any act or statement that offends or diminishes the dignity or status of faculty or administrative staff, directly or indirectly, via any means of communication, is prohibited.
The student must use formal, polite language in all forms of communication with faculty and administrative staff.
Violation of this article constitutes a breach of university conduct and shall result in disciplinary actions in accordance with the university’s bylaws and regulations.

Article (7): Data Protection and Privacy

  • The university is committed to protecting student data in accordance with international best practices in data protection.

  • The student is also committed to:

    • Maintaining the confidentiality of login credentials.

    • Not sharing others’ academic information.

    • Using systems securely and responsibly.

Article (8): Non-Discrimination and Equal Opportunities

The university is committed to providing an inclusive, safe, and professional educational and academic environment based on the principles of justice, equality, and equal opportunities.

Any conduct involving the following is prohibited:

  • Discrimination based on gender, nationality, language, religion, disability, or cultural background.

  • Hate speech, incitement, or abuse.

  • Bullying, harassment, or defamation.

  • Psychological or moral harm.

  • Deliberate exclusion or discrimination within the educational or electronic environment.

  • Any conduct that harms an individual’s dignity or affects their fair and safe academic participation.

The university is committed to taking appropriate action to address any violations related to discrimination or abuse, in accordance with its official regulations, policies, and procedures, ensuring confidentiality, fairness, and the protection of all parties.

Article (9): Combating Harassment, Exploitation, and Abuse

The university is committed to providing a safe educational and professional environment that preserves human dignity and promotes mutual respect, and strictly prohibits all forms of harassment, exploitation, or abuse within the educational environment, including the educational platform and electronic communication channels associated with the university.

This includes, but is not limited to:

  • Verbal, written, or psychological harassment.

  • Threats, blackmail, or intimidation by any means.

  • Academic, administrative, or personal exploitation.

  • Abuse of authority, influence, or powers.

  • Any conduct or practice that may affect academic integrity, fairness, or the safety of the educational environment.

  • Any behavior that violates privacy or personal dignity, or creates a hostile or unsafe educational environment.

The university handles all reports and complaints related to these violations with confidentiality, professionalism, and impartiality, in accordance with approved disciplinary regulations and procedures, and reserves the right to take appropriate academic, administrative, or legal action against violators.

Article (10): Use of the Platform and Educational Resources

The student is committed to using the university’s platform and educational resources lawfully and exclusively for academic purposes.

Accordingly:

  • The student respects the intellectual property rights of educational content and does not copy, publish, or share it outside permitted frameworks without official permission.

  • The student is responsible for all activities conducted through their university account, and any digital or academic violation incurs disciplinary responsibility under applicable regulations.

Adherence to audio/video lecture recording controls:

  • Recording audio or video of lectures is prohibited without written permission from the instructor or university administration.

  • If recording is permitted, it is for personal use only and may not be shared.

  • Capturing screenshots of lectures, speakers, or other students is prohibited without prior permission.

  • Publishing or distributing any part of lectures on social media is prohibited.

Content published on the educational platform (lectures, presentations, books, recordings) is the property of the university and faculty members.
Any violation of these provisions constitutes an infringement of intellectual property and may lead to academic penalties.

Article (11): Reporting Violations and Whistleblower Protection

Empowering students to submit formal complaints regarding any academic, administrative, or technical experience within the university, and ensuring they are handled with fairness, speed, transparency, and in a manner that improves the quality of student services.

The university provides safe and confidential channels for reporting violations, including:

  • The official student affairs email.

  • An official form via the approved communication channels of the college and student affairs, forwarded to the Disciplinary Committee, which consists of: the Vice President for Academic Affairs, at least two faculty members from different colleges.

  • Any person directly related to the complaint is excluded from participation.

The committee handles complaints, conducts investigations into violations, takes necessary actions, and is responsible for reviewing appeals, objections, and complaints regarding academic or administrative decisions, issuing final decisions.

The university is committed to:

  • Protecting whistleblowers from retaliation.

  • Ensuring confidentiality and fairness.

  • Conducting professional and impartial investigations into reports.

Article (12): Violation Investigations and Disciplinary Procedures

When examining academic, behavioral, or administrative violations, the university commits to applying the principles of justice, integrity, and impartiality, ensuring respect for the rights of all parties and achieving a safe and organized educational environment in accordance with approved regulations and bylaws.

The Disciplinary Committee receives complaints, conducts investigations, takes necessary actions, and issues decisions.

All investigation and disciplinary accountability procedures are based on the following principles:

  • Procedural fairness and ensuring the integrity of procedures.

  • Impartiality and independence in examining violations.

  • Confidentiality and protection of the privacy of relevant parties.

  • Proportionality and gradation of disciplinary sanctions.

  • The student’s right to defense and appeal in accordance with official procedures.

  • No penalty shall be imposed before completing the necessary review and investigation procedures.

At all stages of the investigation, the student has the right to:

  • Be informed of the violation or allegations attributed to them.

  • Submit their statement or any supporting evidence or documents.

  • Request a review of the decision or appeal in accordance with the university’s approved regulations and procedures.

  • Receive official notification of the disciplinary decision issued against them.

The university reserves the right to take appropriate disciplinary measures and actions if a violation is proven, in accordance with the nature and gravity of the violation and its approved regulations and policies, while respecting the principles of justice, equity, and proportionality in applying sanctions.

❖ Classification of Violations

  • Minor Violations

    • Failure to comply with classroom instructions within virtual lectures.

    • Minor unprofessional behavior.

  • Moderate Violations

    • Verbal abuse.

    • Disruption of lectures.

    • Sharing content without permission.

  • Gross Violations

    • Academic cheating.

    • Impersonation.

    • Bullying or threats.

    • Attempting to hack systems.

    • Harassment or blackmail.

❖ Disciplinary Sanctions

The university reserves the right to take appropriate disciplinary actions and sanctions against any student proven to have committed an academic, behavioral, or administrative violation, in accordance with its approved regulations, bylaws, and policies, thereby achieving justice and preserving the safety of the educational environment and academic integrity.

Depending on the nature, gravity, frequency, and consequences of the violation, the university may apply one or more of the following disciplinary sanctions:

  • Verbal or electronic warning.

  • Official reprimand.

  • Temporary deprivation of certain services, activities, or academic courses.

  • Cancellation of an exam, assignment, or academic task.

  • Suspension or restriction of access to the educational platform.

  • Temporary suspension from study.

  • Permanent expulsion from the university in gross or repeated cases.

Disciplinary sanctions are applied according to the principle of proportionality and gradation, considering:

  • The gravity of the violation.

  • Its frequency.

  • The resulting impact.

  • Related circumstances and conditions.

  • The student’s prior compliance with approved regulations and bylaws.

Article (15): Acknowledgment and Commitment

❖ I, the student, upon enrollment at the university, acknowledge that I have reviewed this Student Code of Conduct, understood all its provisions and articles, and agree to fully adhere to and comply with its content.

First: Introduction

UHA University is committed to applying the highest standards of transparency, fairness, and financial integrity in all operations related to tuition fees and financial refunds, in line with best practices adopted in e-learning and distance education higher education institutions.

This Policy aims to:

  • Regulate the financial provisions related to tuition fees.

  • Clarify the mechanisms and conditions for financial refunds.

  • Protect the rights of students and the university.

  • Enhance transparency.

  • Ensure compliance with financial and academic regulations.

This Policy is considered a complementary part of the university's approved financial and academic bylaws.

Second: Scope of Application

This Policy applies to all students enrolled in:

  • Academic programs within the university.

  • Professional diplomas.

  • Training programs and short courses.

  • Joint or international programs accredited by the university.

This Policy covers all fees:

  • Registration and admission fees.

  • Semester fees.

  • Re-examination fees and any other academic and administrative services.

Third: Definitions

  • Registration Fees: Monies due for enrollment in the university's programs.

  • Tuition Fees: Monies due for academic semesters, re-examinations, and educational services provided by the university.

  • Refund Request: A formal request submitted by the student to recover part or all of the paid fees according to the provisions of this Policy.

  • Official Withdrawal Date: The date on which the withdrawal request is approved via the university's official system.

  • Commencement of Study: Means the first official academic day or the first actual use of the educational platform, academic content, or attendance of introductory sessions.

  • Force Majeure: Events beyond the control of the student or the university that make it impossible for the educational process to continue normally, including:

    • Natural disasters.

    • Global internet service interruptions.

    • Government decisions.

    • Wars or public disturbances.

    • Technical failures beyond control.

Fourth: General Principles

The university adopts the following principles in managing fees and financial refunds:

  • Fairness and transparency.

  • Clarity in procedures and conditions.

  • Equality among students.

  • Protecting the rights of all parties.

  • Compliance with financial and legal regulations.

  • Consideration of the nature of e-learning and the digital services provided.

Article (1): Financial Obligations

  1. The student is obligated to pay tuition fees according to the schedules approved by the university.

  2. Academic enrollment, accessing the educational platform, or using educational services is considered explicit consent to full adherence to the approved fees and financial policies.

  3. The university reserves the right, according to its approved regulations and bylaws, to take necessary academic and administrative actions in case of failure to pay tuition fees by the specified and approved deadlines for study programs. This includes suspending certain academic or electronic services, restricting access to the educational platform, or suspending eligibility to sit for final examinations, until all outstanding financial obligations are settled.

  4. The student has the right to monitor their financial status and ensure all due obligations are paid within specified deadlines.

  5. All fees are calculated and paid in the university's approved currency, and the paying party bears any differences resulting from currency conversion or international banking fees.

Article (2): Financial Refund Policy

  • First: Fourteen (14) days or more before the commencement of study

    • The student is entitled to a 50% refund of the paid tuition fees, after deducting:

      • Registration and admission fees.

      • Administrative fees.

      • Banking fees, transfer fees, or currency exchange differences.

      • Any services that have been actually provided.

    • The student is not entitled to claim any refund after the period mentioned in paragraph (a), whether the withdrawal is voluntary or for any other reason, and the obligation remains in effect until the end of the semester.

  • Second: After the actual commencement of study

    • The student is not entitled to claim a refund of any fees after the commencement of study, in any of the following cases, including:

      • Voluntary withdrawal.

      • Discontinuation of study.

      • Non-attendance of lectures or exams.

      • Non-use of the educational platform.

      • Personal or professional circumstances of the student.

  • Third: Non-Refundable Fees

    • The following fees are considered final and non-refundable, wholly or partially, after payment or after benefiting from the associated service, according to the university's approved financial regulations and bylaws:

      • Admission and registration fees.

      • Semester fees.

      • Administrative fees.

      • Exam and certificate fees.

      • Fees for external parties or academic partners.

      • Fees for which services have been actually rendered.

    • Unless an official decision is issued by the competent authority in the university stipulating otherwise in exceptional cases.

  • Fourth: Exceptional Cases

    • Consideration may be given to exceptional refund requests in the following cases:

      • Officially documented emergency health conditions.

      • Natural disasters or force majeure.

      • Major technical problems substantiated by the university.

    • These requests are subject to study and review by a competent committee, and a final decision is issued and approved by the university's senior management.

Fifth: Program Cancellation by the University

In case of program, course, or semester cancellation by the university for force majeure reasons, the student is entitled to:

  • A full refund of the fees related to the cancelled program, OR

  • Enrollment in another academic program of their choice if they wish to continue.

The refund is processed within a period not exceeding fourteen (14) business days from the date of decision approval.

Article (3): Refund Request Procedures

First: Submitting Refund Requests
Via the following channels:

  • Student Affairs for student services.

  • The approved email for Student Affairs.

  • The request must include:

    • Student's name and university ID number.

    • College and program.

    • Reason for the refund request.

    • Supporting documents for payment and financial dues.

    • Bank account information.

Oral or informal requests are not considered.

Second: Request Processing Time

  • Refund requests are processed within a period ranging from 14 to 30 business days from the date the request is complete and approved.

  • The period may vary depending on:

    • Banking procedures, international transfers, incomplete supporting documents for the withdrawal request.

  • If the refund request is approved, the university reserves the right to deduct:

    • Bank transfer fees.

    • Currency exchange differences.

    • Administrative fees.

    • Taxes or government fees, if any.

  • This is according to applicable financial regulations.

Article (4): Financial Integrity

The university reserves the right to reject any refund request in case of:

  • Providing incorrect or misleading information.

  • Suspicion of fraud or misuse.

  • Student non-compliance with the university's approved academic, financial, behavioral regulations, bylaws, or policies, and any consequent academic or administrative actions taken according to official approved regulations and procedures.

Article (5): Grievances and Appeals

The student has the right to appeal a refund decision within:

  • Fifteen (15) business days from the date of notification of the decision.

  • Appeals are considered by an independent competent committee according to official approved procedures.

Article (6): Legal and Regulatory Compliance

The university is committed to complying with:

  • Applicable financial regulations in higher education regulations and e-learning/distance education requirements.

  • Data protection and privacy legislation.

  • Principles of financial protection and transparency.

Article (7): Privacy and Data Protection

The university treats all financial and personal data with complete confidentiality and is committed to protecting them according to approved privacy and cybersecurity policies.

General Provisions

  1. The university reserves the right to amend this policy at any time according to regulatory, academic, or operational requirements.

  2. The updated version is published via the university's official channels.

  3. The student's continued enrollment or study is considered implicit acceptance of any future updates or amendments.

Acknowledgment and Consent

Payment of tuition fees or enrollment in any academic program constitutes an acknowledgment by the student that they have:

  • Reviewed the Tuition Fees and Financial Refund Policy.

  • Understood all the terms and conditions contained within it.

  • Agreed to fully adhere to it.

Electronic Acknowledgment and Consent to the Tuition Fees and Financial Refund Policy

I, the student enrolled at UHA University, upon completing the enrollment process, paying any tuition fees, or using the university's educational platform or academic and electronic services, hereby acknowledge the following:

  1. That I have fully reviewed the Tuition Fees and Financial Refund Policy approved by the university.

  2. That I have clearly and completely understood all clauses, terms, conditions, and procedures outlined in the policy.

  3. That I agree to comply with all financial, academic, and administrative regulations, bylaws, and policies approved by the university.

  4. That I bear full responsibility for my financial obligations according to the approved tuition fees.

  5. That I acknowledge that the commencement of study, use of the educational platform, or benefit from any academic or electronic service constitutes actual use of the educational services provided by the university.

  6. That I agree to the terms and policies of financial refund, timeframes, percentages, fees, and deductions outlined in the approved policy.

  7. That I acknowledge that some fees may be non-refundable according to the university's approved financial regulations and bylaws.

Accordingly, completing the enrollment process, payment, or accessing the educational platform constitutes explicit and final electronic consent to all the above.
